Homeland Security | A comprehensive overview

Homeland security refers to a coordinated national effort involving the National Counterterrorism Center and other intelligence bodies like the FBI to guarantee a resilient, safe, and secure homeland free from natural hazards and terrorism threats to enhance the welfare of all U.S. citizens (White, 2016). The National Counterterrorism Center, The Federal Emergency Management Agency (FEMA), U.S. Customs and Border Protection (CBP), The United States Secret Service, United States Coast Guard (USCD), United States Citizenship and Immigration Services (USCIS), Transportation Security Administration (TSA) And U.S. Immigration and Customs Enforcement (ICE) are the agencies responsible for homeland security (Homeland Security,2021). The national counterterrorism center identifies terror threats and the underlying causes of extremist ideologies then report to the president and the Director of National Intelligence for immediate strategic actions (NCTC,2013). CBP is the most significant federal law enforcement body that conducts border patrol to ensure homeland security. The U.S. Secret Service is a law enforcement body that executes criminal probes and safeguards U.S. leaders, visiting dignitaries, and their families from potential threats. The USCD is a maritime authority that protects the U.S. homeland against intrusion via water. USCIS implements immigration and naturalization services within the homeland. The TSA guarantees the safety of traveling U.S. citizens. ICE is a federal law enforcement body that safeguards U.S. citizens from threats from illegal immigration and inter-border crime. The government can issue guidelines on executing the global counterterrorism strategy to ensure maximum cooperation between counterterrorism agencies.

The significant issues in homeland security are terrorism, cybercrime, border security, and natural disasters, in order of severity. Terrorism is a substantial threat to Homeland peace, and the September attack was disastrous. It prompted the government to direct NCTC to conduct thorough investigations and provide mechanisms for preventing any invasion of this kind (NCTC,2013). Cybercrimes like ransomware are also a significant issue to homeland security because it poses a substantial threat to information systems. The issue of border security encompasses human trafficking, terrorism, and drug smuggling, which threaten Homeland peace. Natural disasters like hurricanes also disrupt Homeland peace, making it a significant concern for homeland security authorities like the federal emergency management agency. The most critical issue facing homeland security is terror attack threats (NCTC,2013). The highly coordinated September attack on the U.S. is enough to put terrorism as a significant concern for homeland security since it was the basis for the formation of the homeland security department. I think border security is pivotal for upholding homeland peace since it repels border intrusions. I also believe that Miami, Florida border security personnel I have done extremely good to safeguard my homeland from unlawful smuggling of drugs, weapons and other contraband.

The National Counterterrorism Center bureaucracy has an executive director, deputy director, other directors, and numerous analysts who examine terrorism threat information to make informed decisions on combating terrorism. All these officials are entitled to salaries from the Federal government. In my opinion, this is a waste of government resources and makes the fight against terrorism a costly undertaking. I could fix it by only having an executive director, deputy director, and a few analysts in the operations center who work in a coordinated fashion to brief the Director of National Intelligence and the President of the United States on mechanisms of combating terrorism in a timely fashion. Yes, it is efficient to have a multi-agency operation comprising the FBI and CIA to lead counterterrorism efforts since they will leverage resources allocated for the various member agencies to ensure thorough terror deterrence, preemption, and probe. Moreover, this would also guarantee the apprehension of terror suspects and suppression of terror financing to safeguard U.S. territory from any potential terror attacks, which can emanate from either external sources or home sources. I think border security personnel has not lived up to most of their expectations since they have been majorly focusing on terrorism threat instead of other security threats like smuggling of drugs, contraband goods and human trafficking. I believe a holistic tackling of hazards at the border guarantees achieving a peaceful country (Stratfor,2019). I also think that the Federal government should take border security a notch higher by focusing on contributors to border security threats like demand for illegal labor.

The security of our nation is of paramount importance. Ostensibly, domestic terrorism is also common within the U.S. and poses a threat to human existence. Therefore, if there is a significant security threat in Miami, Florida, due to its populous nature, I may be obliged to migrate from the city to seek refuge in other cities for my security and the entire Florida state. Yes, the war on terrorism violates the 4th amendment to the U.S. Constitution. The amendment stipulates that every individual has a right to be secure from unauthorized confiscations or searches. However, on many occasions, counterterrorism measures have been utilized to justify the infringement of human rights. Moreover, the U.S. and its partners in the war on crime like Syria and Pakistan have often suspended the rule of law via execution of airstrikes intended to thwart terrorism, leading to mass killings. Yes, the terrorism threat is so severe that it sometimes warrants the intrusion of human freedoms. For instance, the freedom of movement in Miami can be curtailed if the intelligence reports reveal that it is a potential terror target to minimize the consequences of such attacks. The authorities can also reduce the freedom of using the internet when reports indicate that the internet is a potential area for spreading terror information.

The law enforcement aspect of the criminal justice system plays a pivotal role in homeland security. For instance, the Miami-Dade police department conducts investigations critical to understanding terror threats and forestall their occurrence within the city (Miami-Dade County,2021). The interplay between grassroots law enforcement and federal agencies is necessary because local law enforcement agencies have crucial leads to terror that can inform federal agencies’ decision-making on terrorism. Some advantages of government-private relationships are intelligence-sharing, innovative problem-solving, and enhanced training opportunities. Collaboration between the two entities allows for easy sharing of critical information to assist in forestalling security threats. Collaboration involves bringing diverse brains from various agencies that can assist in unraveling security problems. Seminars involving the two entities offer insightful intelligence training in combating security issues (NCTC,2013). Obstacles to the free flow of information and mistrust are some adverse effects of government-private relationships. The private sector may not be ready to provide all the information regarding security threats due to fear of inevitable consequences from the government. On the other hand, mistrust may result in sharing misleading information that can pose a significant security threat. Radicalization is a future terrorist tactic (Monash University,2017). It is a method where terrorists deploy violent extremist beliefs to execute their terrorist activities. I think the evolution of terrorism to take the direction of violent extremism is a significant threat to peace. Intelligence agencies like the FBI must be more agile to counter violent extremism. Violent extremism entails the recent mass shooting because it was a manifestation of gun violence.
